Neutral Grounding resistance

The place I work at, has four generators common to a 11kV bus bar, all four generators have switches connecting it to a Common NGR(Neutral Grounding resistor), However at a time only one of the generator switch connecting it to the NGR is closed and the rest of the three stay open. Why is this so? Please help me out of how things will work in case of a fault. Thanks

I would say check voltage at the coil of the contractors. Also you could have catastrophic fault current without your ngr in place
