Neutral in a panel

This was standard practice where I was an apprentice. Owner wanted each wire to reach anywhere in the panel. Tough to keep things neat....but he signed my paycheck.;)
 
Probably a very poor read of 200.4(B) in the 2014 code.
(B) Multiple Circuits. Where more than one neutral conductor associated with different circuits is in an enclosure, grounded circuit conductors of each circuit shall be identified or grouped to correspond with the ungrounded circuit conductor(s) by wire markers, cable ties, or similar means in at least one location within the enclosure.
 
Enclosure. The case or housing of apparatus, or the fence
or walls surrounding an installation to prevent personnel
from accidentally contacting energized parts or to protect
the equipment from physical damage.

Is a 'panel' an apparatus?
