Neutral issue on commercial oven

The electrician apparently didn't run any wire. He told others he did but it is the same old wire. I made up a cord with alligator clips and used an extension cord to get power to the control circuit and it works. We're going to just have him run a dedicated 120 circuit to the oven and solve this.

The wire on the left is from the conduit
Maybe that's where the problem is; the two small white wires in that lug.

I still think you should check the existing neutral pathway wires and terminations first.

Wait: Is the breaker enclosure in the lower picture the supply's panel or the appliance's?

The breakers are the appliances

Yup, somewhere between the panel and the oven. The electrician never showed up. Found out they flat out lied about pulling new wiring. The customer has been down for a month and it's gone up the ladder so we had to get this thing running ASAP. I ran some mc flex to get a neutral from the proofer control box next to the oven.
So, the neutral break is between the breaker panel and this panel?
