Neutral looped in trough below switch?

Hello.

I have a situation where a switch (an enphase meter collar - essentially a switch) is installed in a meter pan attached to a large trough beneath it (like 6" below). The neutral is not connected to the collar. Can I just loop it below in the trough or do I have to loop it through the box where the switch is? The switch box is pretty cramped.

The line and load conductors are in the same raceway, correct?
No need for the neutral to loop. There will be no current imbalance.
