Yes it will be supplied by 120/208. I'm guessing that the panel is rated for 120/240 as you've stated.

For line to neutral loads, yes, but not for line to line loads.

Heating equipment with a rated wattage of 4000 watts at 240, will only have an output of 3000 watts at 208. Some motors intended for 240 volts don't like a 208 volt supply.
