neutral screws up receptacle

Farther from any water that might get into the box.
If that is expected to be a problem you need to drill weep hole in the bottom of the box. Bell box even partially filled with water usually leaves you with a device that if it is still working is questionable if you should still be using it. If it is supplied by a raceway that goes any direction besides down - it will get water from condensation in it around here. Then it will rust the mounting screws and terminal screws and you will be replacing the box, device and cover as all will be compromised in some manner. One 1/8 hole in bottom of box at installation prevents this from happening.

Not knowing the supervisor I was willing to give him the benefit of doubt that he was challenging the OP to prove him wrong.
I was going to suggest that possibility.

I install receptacles with neutral up when horizontal in box. My foreman said this is a code requirement in article 110 and has been for 8 years. Is this true I'm not seeing in 110? Thanks

Has he asked you to get the left-handed monkey wrench yet?
