Neutral to Ground bond at PV AC disconnect and at utility main switch board?

Under the latest versions of the NEC the N-G bond is required as Don describes. Under early codes the options were more ambiguous.

Given the N-G bond in the PV disconnect, in my opinion there is no need for the green wire between the PV disco and the main switchboard. The grounded conductor is grounded in a Common Location (see 250.64(D)(3)). Bringing the grounded conductor to the PV disco and bonding in to the EGC there meets all other requirements (such as 240.24(C)) and the green wire I mentioned simply provides a parallel path for objectionable neutral current. Alternatively the green wire could be taken from the PV disco directly to the electrode or as a GEC tap (250.64(D)(1) or (2)) but I don't think it's necessary.
