It depends on which conductor you mean when you say "safety ground", and where the connection is made.
Both the grounding electrode conductor (GEC) and the equipment grounding conductor (EGC) could be thought of as "safety grounds".

More information is required.

A neutral to ground bond should not be made on the load side of the service disconnecting means except where permitted for separately derived systems, separate buildings, existing ranges and dryers, and meter enclosures on the load side of the main disconnect. There may be one or two others, but not for normal and common conditions. :)
