Where in the code does it address having only one neutral under a screw in the panel?

As far as I know, nowhere. It is a listing issue, from the manufacturer about the neutral bus. If each hole is listed for 1-#6 to 1-#14, then 2 wires is not acceptable.

Here it is..

408.41 Grounded Conductor Terminations. Each grounded
conductor shall terminate within the panelboard in an individual
terminal that is not also used for another conductor.

The UL standard has required that for many many years. It was put is as code rule because too many installers were no reading the label on the panel that says you can only use one wire per terminal.
