Is there such a thing as an "open neutral"....such as having only a 14/3 wire in a single gang switch box for a switch controlled receptacle. Is it ok to just wire nut the white?

Are you talking about capping off an unused white wire? Or the pigtail method?

Obviously the controlled half-hot was 14-3 wired to the switch-box to comply with including a grounded conductor. 404.2 has an exception to loop violations that did not really need the grounded wiring. (i.e. Dead-end is not a violation in this case.) A 14-2 is suffice. rbj
