new 5200sqft building need help

new 5200 sqft building drawn by architect there are no engineering on electrical hvac or plumbing. The building type is 3b the use is type f1
Suite a type f1 construction and agriculture
2488.4sqft with 1407sqft second floor storage unit. ceiling height in garage is 20ft. suite a has garage , office , 2bathrooms and mezz storage.

suite b is f-1 machinery is 842sqft with 1 garage bay 1 bathroom no office and 20ft garage ceiling.

suite c is f-1 machinery is 1129sqft with 1 garage bay 1bathroom 1office garage ceiling is 20 ft.

the owner of the building and the architect both belive the building can be wired in romex. i disagree do to the f-1 rating. even though romex is allowed in a type 3b building any help would be great

First stop is always the AHJ for the site. Unless local codes apply, or there is hazardous materials(Agriculture- maybe fertilizer) Romex would not be prohibited.
