Yes that is exactly what the farmer wants to do. build for the future plans and have his equipment already sized for the future plans.
Depending on POCO you still may go with smaller transformer now and upgrade when needed. Unlike your service equipment, you are sort of stuck with it, so buy what you think you will need down the road for that equipment.
POCO will likely charge larger demand and other base fees for the larger transformer even if you don't need that capacity now. They also are likely to credit owner for old one when they change it later. If you definitely know the load is coming soon maybe you get the bigger transformer now.
