I think wrapping them with metal was an attempt to say they are not in the duct (e.g. the duct is "going around them"). Running any wiring method in a non-return duct is not allowed per 300.22(B) unless it is powering something that needs to be inside that duct.

Maybe two pieces of sheet metal could be fabricated, placed on both sides of the conduits, and then joined together with folded seams at the front and back to form an elongated diamond shape (rhombus). That should help minimize the air drag, and I think a good argument could be made that the resulting duct assembly would be "going around" the conduits as suemarkp has mentioned. It could be made so that there is no contact with the conduits if that provides a better argument. The diamond shaped sheet metal might be attached to the duct with bent tabs and screws or similar means. The joints could even be caulked with silicone to ensure there's no leakage. I don't think this would be very hard to make by anyone experienced in fabricating duct work, but that's coming from someone without any significant experience in this.
