The amperage of the circuit breaker is a red herring.
The wire connected to the breaker will connect to electrical items that will use the electricity to produce light, sound, motion, etc. The electrical items running at any given moment determine the actual amperage going through the breaker.
Since most electrical items go on and off, that is, they are not all on all the time, just adding up the amperage of all the electrical items is also a red herring. . .well, maybe not quite so red, but still a herring.
The National Electrical Code has clear guidelines for calculating the amperage of the electrical items connected to a circuit breaker. The guidelines are best applied by someone visiting the location, or, at least, familiar with the specific installation.
