New Metal Building Grounding

How should a new 60' x 80' metal building be grounded? Does the NEC require a ground ring, ground rod(s), building steel & a connection to a 20 foot continuous length of rebar encased in concrete? (There is no metal water pipe.)

I have been told by an electrician that all that is required is 2 ground rods tied together, tied to building steel and rebar in the foundation)??

The incoming service is 400 A, 240V single phase.
 
You're required to use the 20' of rebar if present. If you use the CCC you will not need any ground rods.
 
Some POCO's are still requiring 2 ground rods, even if you use the rebar ground. It's gonna take them a decade or so to catch on. :D
