New Metal Building Grounding

How should a new 60' x 80' metal building be grounded? Does the NEC require a ground ring, ground rod(s), building steel & a connection to a 20 foot continuous length of rebar encased in concrete? (There is no metal water pipe.)

I have been told by an electrician that all that is required is 2 ground rods tied together, tied to building steel and rebar in the foundation)??

The incoming service is 400 A, 240V single phase.

A look at 250.50 and 250.52 would be a great start.

You're required to use the 20' of rebar if present. If you use the CCC you will not need any ground rods.

Some POCO's are still requiring 2 ground rods, even if you use the rebar ground. It's gonna take them a decade or so to catch on.
