Just plain dumb if you ask me... I'm betting not one reasonable explanation either.
 
Because they can I suspect. The Changes aren't enforceable until July 1 and I failed a pre-final because the inspector had the changes before we could get them.

I did read that section from the link he provided and it refers to concrete encased electrodes. #4 no mater what.
