Do they have any choice?

We are one year in and here is the situation

"We needed to get 100,000 properties back on line. We had to do a reality check of the situation."

To get a 100,000 inspections done in one normal work year (260 days) you need to do 385 inspections per day.

100 inspectors might get that done in a year, I doubt they can find that many or pay for them.

The poor wiring that is likely to be done is still collateral damage from Katrina.

I am sure they will not prohibit a person from requesting an inspection.

Well being I have worked here for the past 25 yrs.......
The only reason that this was failing was because out of state companies were charging Joe Blow to file a job and when the H/O called city hall to complain after failing to be able to contact Joe Blow to fix sub-par work they would find out that the company that filed the job was someone they never heard of. The city began to suspend licenses. Self inspections are not eligible for "Certificate of Completion" from the city.

The general tone here now is to use local companies. The H/O got smart real quick to grab your money and run type of workers. Since, the system has been working wonders when performed by a local company.
 
The problem is real. The solution is tough.

My thoughts are the AHJ needs to have a list of qualified self-inspectors. They need to be specific people in the contracting organization (not the actual installer). Then the AHJ needs to follow behind as many of these self-inspectors as possible to check on them. The random AHJ checks should help keep the self inspect system somewhat reliable. If you lose your self-inspect status (due to improper inspections) then you don't get it back.
