I believe this is the first official OSHA endorsement of NFPA 70E. In years gone by they said you need to comply with a standard, without being specific.This appears to be basically informational with no new regulations or requirements.

OSHA has specific arc-flash requirements in their regs for the electric utility industry and has had for several years. For general industry, there isn't nearly as much in the regs, but they have been issuing fines for many years if proper PPE was not provided. This pamphlet specifically states that nothing in it is a new requirement or regulation.
