By Jeff: 4. Let's not forget the double-lugged neutrals on the right. I realize it's a QO panel, but there actually were extra spaces available this time!
Square D only allows double wire on a breaker, the NEC forbids two neutral conductors under a screw even if there are no other spaces.

The conduit on the left looks like it fed a electric dryer and range and the outlets was converted to 120 volts because the home oner changed to gas? Look at the size of the wires.

The panel grounding conductor looks as if it was placed under the locknut for the RMC instead of using a grounding bushing?

The feeders are ALU as I blew up the photo to see the silver just above the right lug but anti oxidant is still not required by the NEC.

This looks like the work of an industrial electrician. :D

I might agree with you on a dryer, but not a range. The yellow butt splice leads me to believe that the conductors are #10's, not #8's.

One of the conductors are Blue which would denaote there being 3 phase there and one conductor looks brown which would denote the presence of 480/277 volts. Not sure this is a code violation but very unprofessional.

By the way, as far as I know a breaker box or panel is not approved for a junction box so I feel the butt splice is a no no.
