New seimens plug on neutral load center

I have been using homeline loadcenters but can’t get breakers so I tried the new seimens plug on neutral loadcenter
Couple of issues
It was a 40 circuit loadcenter with only 30 space neutral bar
My initial thought was 30 would be fine because branch circuit neutrals land on the afci breakers.
To my surprise not so. The new plug on neutral breakers only have one terminal for the hot conductor of the branch circuit. The afci breakers do attach to the neutral bar but the branch circuit neutrals land on the common neutral bar.
Tha panel also had an additional ground bar but I never land neutrals on the ground bar in a main panel ( or a sub) and in mass we’re on 2020 nec so main is outside.
Am I missing something?
1. Why would the panel only have 30 spot on neutral bar in a new 40 circuit panel? Poor design?
2. How are the afci breakers doing their job if neutrals are all tied together?
Any input is appreciated
 
I have not seen the new Siemens Plug-on neutral loadcenters yet in person. I looked online and saw a picture of a 20/40 plug-on neutral loadcenter and it had 20 neutral screws per side. You are saying the 40 circuit only has 15 per side? Seems really strange they would put less on a larger loadcenter.

Siemens removed the GF protection from their Plug-on AFCI's so the load neutral does not need to run through them.
 
Yes it only had 15 per side.
It was a panel swap in an older house.
Luckily under 30 circuits but don’t want to be the next guy
