A good example of how little load there is if everything is gas: 11 units, 200 amp single phase, been like that for 60 years probably. I upgraded it to 400.

If they are the small "inline" pumps they probably don't even use more then a dollar or two a month in electric energy. Kind of assume owner is paying for the heating energy in the water being pumped - which will be much much more.Wow, mine wasnt that bad. Most units had a #8 BX. What was a pain on this job was each tenant had a circulator pump in that utility room. I tried to talk the owner into just having the house pay for the circ pump electricity and raise the rents 5 or 10 bucks, but he wouldnt have it.

I hope the open conductors to those old meters are temporary, you did say this is finished product.I also wanted to point out how NYC wants there grounding and bonding done what you see there is water main ground ground rod and all the neutrals from the panel disconnect and the meter bank

Well the meters are temporarily hooked up untill Poco provides new ones. There is one disconnect correct and a panel with a main breaker in it . But that's how they. The GEC bus - sure you are not misunderstanding something? If there were multiple service disconnecting means I could see them wanting it done a certain way, but don't you have just the one service disconnect?
The GEC only needs connected to the service disconnecting means, or some common point ahead of the service disconnecting means, per NEC.
