You seem to be stuck, the OPs situation had no parallel paths, no multiple connections from neutral to earth therefore no 'objectionable current' for 250.6 to address.
The OP's sub panels white, green, & bare wires are terminated together the same as if a service disconnect, not an assumption, - this causes objectionable current issues hence 250.6 (parallel paths). That is why 250.142(B) & 250.24(A)(5) exist. I'm more stuck on the reasons of applying 250.142(B) & 250.24(A)(5)! If these two codes are violated parallel paths will occur (Objectionable Current).
