Worked for me, but sent me tohttp://www.lni.wa.gov/TradesLicensing/Electrical/

The sticker is a new version of a notice left on approved/new services that were very obviously going to be added to later. Such as a new 200 amp service in a shop with only one light & gfci.

And yeah I am sure it has something to do with generating revenue, WA state electrical program has took a hit just like everyone else recently.
 
I like the idea. It might give the owner a heads up that a permit is required even if the EC tells him that they don't need one.
 
If you as a home owner call me to do work and i tell you i don't need a permit you had best not argue with me. I would be ticked off with you real fast. I just might walk away or tell you fine if you want one price just went up $500
