Looking for code interpretion on New York City electrical for installing outdoor rated wireway on the outside of a building in Manhattan. Recieving conflicting thoughts if an outdoor rated trough (wireway) is sutable to be used as a conduit.

NYC has no amendments to metal wireways (376) which would be allowed. However...non-metalic wireways (378) may only be used by special permission (don't count on it).
