In New York State, and this may well hold true for other states as well, the electrical "code" is really a "standard" that is found within a Code. Our Building Code. There's quite an involved process that takes place with local, state and federal laws and regulations, so that the powers of the elected officials are not usurped. Even though this is a tedious and lengthy process that may not keep up with technology, it has served us all very well over the years. (IMO). I'd like to simply have the latest edition adopted, too, like so many others, but it's just not that easy when one factors in the myriad considerations including such things as conflicts between general and specific requirements; partial invalidities from law to law; different sections of different standards and codes requiring different materials and methods; the whole industry of approving materials and equipment, etc., etc., etc., ad infinitum.....There's so much research before motions are made to adopt.....
