I don't think NYS officially adopted 1999 NEC at the state level. They did adopt the 2002 NYS Building Code, which was based on the 2000 IBC and gave us 1999 NEC as the "agreed on" electrical standard.
Pierre wrote recently that NYS was set to adopt a new building code in January 2007, and I thought he mentioned in that post that the new building code would subsume 2005 NEC. Yet I was talking to Syracuse's code enforcement office about it last week, and was told that the new NYS building code would be based on 2003 IBC with revisions, so the latest NEC that would be subsumed by it would be 2002. So we'd still be behind one code cycle in IBC and NEC at the state level. But even he didn't know for sure yet. Go figure, this state really is whacko.
Pierre, I know you stay on top of this stuff. Can you clarify what actually got decided/adopted in the last legislative fiasco?
