Here is what I have a drive feeding a 30 HP motor with a Killark plug & Socket as local disconnect. The Killark socket is a interlocked disconnect with an auxiliary early break contact that is part of the safety circuit to disable the drive. As soon as I move the disconnect the safe torque option engages (shuts off the IGBT's) and as I continue to open the disconnect breaks the connection to the plug & socket. At this point do I need any PPE other than work gloves to pull the plug out of the socket?
 
The safe torque off just turns off the torque. You could still conceivably still have voltage out at the connector just no torque at the motor.
