Why does this section limit the use of conduit to just hard pipe ? no FMC is allowed for inside buildings??
how can I get away from that? it makes no sense what am I missing? (sounding flustered? you bet!)
the PM on this project is going to issue a directive to change all flex to hard pipe
project is a bus yard for the school district.

It is hard for me to imagine that you are installing a "Public Cable Plant" in a bus yard for the school district. Look a the definition of Public Cable Plant in the beginning of Section 27.7

In addition that section is for wiring in a building, not in a yard.
