The NJ DCA has changed their web site here is the new link http://www.nj.gov/dca/divisions/codes/codreg/#2 but you will not find it there since NJ never adopts NFPA 72 directly. It is adopted by the references to it in the IBC. You can access it through this site http://www.nfpa.org/aboutthecodes/list_of_codes_and_standards.asp?cookie%5Ftest=1. That is also why it is 2002 because that is the code referanced in the 2006 IBC.
