NG Bonding Question.

G2411.2 (310.2) CSST
This section applies to corrugated stainless steel tubing (CSST) that is not listed with an arc-resistant jacket or coating system in accordance with ANSI LC1/CSA 6.26. CSST gas piping systems and piping systems containing one or more segments of CSST shall be electrically continuous and bonded to the electrical service grounding electrode system or, where provided, the lightning protection grounding electrode system.

The black CSST is listed with the arc resistant jacket, the yellow isn't, typically. If it's a new installation the installer should have the data sheets to provide this information to the AHJ.

Who's responsible for bonding the CSST if it's required?

Who's responsible? The CSST installer. If they can't/aren't allowed to land the bonding conductor in the service panel then maybe they should have used CSST type that doesn't need additional bonding
