NJ flood area service and utility meters

Are there any specific requirements for projects in NJ regarding the service and the meter location if the building is in a flood area?
 
Yes. Your best source for this information is the AHJ.

As to NEC requirements, look at sections referenced under Electrical Datum Plane in the index.
 
You should also check with the POCO in the area you are working in. They will often allow you to raise the meter height, but not sure how high though.
