What a racket I wonder if laws like this are an opportunity for Mike and his team here, he could start a online "apprenticeship program accredited by the US Department of Labor" (whatever that takes?). He could create a path if your already a JW/ master graduate in 3 months or something.
I believe that the licensing law is written so that it has to be a 4 year apprenticeship that mirrors the IBEW Joint Apprenticeship Training Program.

Typically with the DOL the sponsor of a registered electrical apprenticeship program may have language in the program document that allows the program to grant credit for prior work experience or classroom training toward apprenticeship requirements.
For example, a DOL program may evaluate and accept extensive prior experience as a licensed electrician in another city or state and grant full credit toward all the required On-the-Job Learning (OJL) competencies.
The apprentice must still be formally enrolled in the registered apprenticeship program and complete any required Related Technical Instruction (RTI), or receive approved credit for prior instruction, it would all be specified in the program’s Standards of Apprenticeship.
And that may be the catch, might be 6-months of online school or something.
Upon satisfying those requirements and any minimum participation period established by the program, the sponsor may certify completion of the registered apprenticeship, even if the apprentice did not spend four calendar years in the program.
Now if NJ would accept that or not I am not sure but my understanding is a DOL program definitely allows that.

If I remember correctly the wording was specifically crafted so that they will only accept completion of an actual 4-year apprentice program which is equivalent to what the IBEW NJAT program.
