can you splice nm-b cable to nm cable. I seem to remember failing an inspection for dong this a few years back, inspector said fire rating of the nm was not equal to the nm-b.

You can splice any code recognized method onto another method.

However, there are some applications where the type NM would not be suitable, such as a recessed light junction box or any of the modern lights that have the minimum 90C wiring requirement on them.
