You can make a continuous bundle up to 24" long. For longer than 24" 310.15(A)(2)Exception might come into play.

I understand that. That wasn't my question. So can I tie these same 20 cables together every 8 inches for however long I need(say 25 feet) as long as there is some space(any space) between each cable on each side of the ties?

The requirement is for the bundling greater than 24" to be continuous, if they're not continuously bundled then derating doesn't apply even though in your example you may end up with 20' of bundled conductors.
