NM cable in Assisted Living Facility

A contractor wants to use romex cable in part of an assisted living facility (nursing home). I am trying to decide if this is permitted.

The area of the nursing home they want to use romex in is actually called "independent living", so I guess it's not really a "health care" area. Per NEC 344.10, NM is permitted in "multifamily dwellings". But the definition of a dwelling says they need permenant provisions for cooking. These units only have a refrig, sink, countertop with a microwave show sitting on it.

Does anyone think this qualifies as a dwelling?

Does anything in the International building code prevent romex?

IMO you are ok to run romex in the "dwelling units" & possibly elsewhere. The IBC would not prohibit romex unless it's a type 1 or 2 building
