What if you have a raceway inside a raceway ........or inside multiple raceways? Maybe conditioned air passing through an outer layer with the intent to create non condensing environment in the inner units?
You can build a box around lines passing between buildings and call it indoors, but the conditions inside that box can still make it closer to the same as if it were outdoors. Even condensation in product lines or pneumatic lines can be effected in this situation, or keeping a liquid containing line from freezing can come into play as well.
NEC's general approach is outdoors or below grade has the tendency to take on moisture in one way or another so it is a wet location. I think one possibly can change that if you intentionally introduce something that will keep it dry. Most the time that is not all that practical and isn't done though.
