You are correct in stating the confusion that xxx.10 generates. As we all understand, .10 cannot list all of the permitted uses, and I, like you thought it was going to be removed from the '05 NEC.
I would venture to say that since it is not restricted in the xxx.12 subsection, than it is not really restricted. Especially since we know that was not the "intent" of the CMP.
Sometimes understanding other's posts is not as easy as one would think, somewhat like trying to understand the NEC
