NM Cable ran in Conduit to Panel Box

I am asked to install a conduit for future wiring in 200 amp panel box recessed into a wood frame, drywall finished wall in a residential dwelling. Understanding the NM cable needs to be secured within 12” of the panel box, what would be the proper installation of future cables routed into the conduit to the panel box? Would there be a different treatment depending on whether or not the conduit is installed to the top of the panel box or the bottom? (2014 NEC) Thank You
 
IMO, the requirements of 312.5(C) comes closest to addressing the issue and the exception only applies to surface mounted cabinets. Someone may point out a solution of which I'm not aware but I believe the only acceptable means is to provide a box at the end of your conduit run and use a building wire to that box and converting over to NM there.
 
Why not put a junction box at the end of the conduit and terminate the NM cable right there? Or use an EMT to NM connector at the end of the conduit.

But what do I know about installation, I just an engineer.:unsure:

You are allowed to install a conduit for future wiring. It must be a complete conduit so it should terminate in a blanked-off junction box. NM cable is allowed to be run in conduit. There are no securing requirements for the NM when it is run in conduit. (It will have to be UF if you are running underground.) Where you connect to the panel is irrelevant. Note that since you have a complete raceway system, when you do add the wiring in the future it would be easier to use THHN. You can change over to NM at the junction box if you wish.

I'm having a hard time thinking about why would you want to do this. Conduit to where? Where would you run the conduit to so you can run cable to it without cutting sheetrock? Basement, attic?

Probably attic.
EC did this when he installed a flush subpanel in my garage. I have an empty 1-1/2 pvc from the panel up into the attic.
 
The guys on my job ran 2 34 ent from panel to under house for later add on . Dont forget to tape the end to stop bugs
