NM in Commerical warehouse?

Good Day All
I want so input on application of NM used in a warehouse.
I bid on a small job to install some outlets in a commerical warehouse, (open frame steel building) My method was to use EMT, and switch to MC cable for the drops. This is an open storage warehouse with open steel rafters.
I lost the bid to a contractor that ran NM on top of the rafters , cabled tied together and to the steel beams and sleeved in EMT.
I know sleeving NM is not a problem but running the NM on top of steel rafters and suspended on the rafter?
I say it is not correct but when I look into the code nothing other than protection from physical damage stands out to me.

I am not sure just how the NM was run but there are some pretty tight restrictions on NM used where exposed (334.15). See also 334.17 which refers to 300.4 too. I would rather see pipe or MC in this installation.
