NM in same holes as water pipes

I was in a building today in which I observed NM that had been run horizontally through the same holes in floor joists as a gavanized cold water pipe. While the holes were big enough to hold both, I told the owner that this was not good workmanship and might be a Code violation. But now that I've scanned my NEC I can't actually find anything that prohibits it. Is there a clearance requirement or a requirement for separate penetrations, and if so where is it?

Not an NEC issue assuming the set back from the stud edge is maintained.

I agree with Bob, and in some cases it may be better than making Swiss cheese out of the floor joist.

If there is sufficient condensation on the cold water pipe (sweating), then would this be considered a wet location?

Now that's a different outlook. I would think if there was that much sweating we would have a water problem. But I also would never use the same hole as the water pipe. One reason is that the plumbers around here drill a hole the size of their pipe, you could never get a wire in there.

subject to saturation with water or other liquids, such
as vehicle washing areas; and in unprotected locations exposed
to weather.

The answer by the very defintion of wet location is NO!

I would not do it, but then.

Water hammer could be an issue, moving water pipes, rubbing the NM against the studs.

Hot water could be an issue.

But then the only time we use NM is in emergency situations for power and or light.
