NM Romex in the back WP panel

I have a outdoor breaker panel. I will run the NM romex interior circuits through a 11/2 pvc MA directly out the back of the panel. The MA is nothing more than a chase for about five circuits. Does this installation pass inspection. I plan to use duct seal to seal the void when done and I plan on putting a 2 x 4 adjacent to the chase to support the conductor.
 
While this is commonly done and passed it is a code violation. See sections 312.5 (C) requires each cable to be secured, 334.15(C) is the only allowable method using a PVC sleeve Put a JBox on the inside and NM connectors for each cable. In my house I installed a 4x4x24 wireway opposite the panel on the inside and nippled into the panel. Then NM connectors for each cable.
 
I know it's technically not NEC code but in the NEC Handbook the blue commentary writing in 312.5(C) states,

The installation of several cables bunched together and run through a knockout or chase nipple is prohibited. Individual cable clamps or connectors are required to be used with only one cable per clamp or connector unless the clamp or connector is identified for more than a single cable.

Additionally there is an exception to 312.5 (C) but it only applies to conduit entering from the top and it needs to meet 7 conditions in order to fly.

In some locales this is standard procedure but unless there is a local amendment to the NEC allowing this practice it is not permitted by the NEC.
 
Another common way it's done. Run the romex straight to the back of the panel using a 2 inch SER connector. 100 percent Silicone on the top. Between the panel and the wall.
