No Bushing or Cable Clamp on Air Handler

Recently I discovered that the outer insulation of the Romex power cable entering my air hander had been cut by the rough edge of the knockout hole.

Does the NEC require a Romex Connector here or a bushing? Please reference the NEC Article and Section.

This is the second time that Ray Franco has asked the same question. This is because of a case he is working on and he is an attorney. We do not answer questions here that can be used in legal proceedings.
