On a existing 100 amp service over head built with RMC. with no grounding electrode. can I add a ground rod and bond the grounding electrode conductor to the RMC with a ul approved brass two piece ground clamp. per 2011 code?

No... (IMO)

Assuming it's a grounded system, the GEC(s) must be connected to the grounded service conductor. While your service RMC is required to be bonded to the same, your method is viewed as connected 'indirectly'.
