No ground wire connecting main disconnect to subpanel

Here is the situation. Electrical co-op installed and meter and a 200 amp main disconnect (bonded) at the pole and then sold me some 3 wire 4/0 aluminum that buried (in pvc conduit) 240' to my shouse. This leaves me with no ground wire connecting the 200 amp panel (now a subpanel) at the shouse to the main disconnect. Don't I need this for a ground fault circuit breaker to work properly?

Beyond that, the scenario you have described needs to be handled on site by a qualified electrician as there are regional differences in how service conductors are are treated by the serving utility and a local electrical contractor would be able to give you more accurate information than someone on the internet.
