I'm installing a 3-phase panel with 2 - 50A 3 pole breakers in it there are no neutral loads.
My Question is where in the code book does it say I don't have to run a neutral.

If this were service equipment (main panel) 250.24(C) would be applicable.

A better question would be, where in the code book does it say you have to bring a neutral to a remote panelboard.

Roger pointed out the code section that requires a grounded conductor to be brought to the service disconnecting means. Other than that there is no requirement to bring a grounded conductor to any remote panelboard, this would be a design choice.
