bob, types of facilities vary widely mostly public works such as police, fire, water and wastewater to health, warehouses, recreation, office buildings to housing complexes as well as very remote pumping and telecommunication stations. as far as forcing the installer to do a quality job my complaints to the powers above have fallen on deaf ears sometimes a contractor will make a change on workmanship issues as a favor but mostly i have been advised to change it myself after the job has been complete!! i hear from engineering to shorten my punch list because it is very hard to get contractors to our areas. another thing that may be of interest to you contractors, the general will employ one electrician and supervise the generals laborers in the electrical and instrumentation installation. this has gone on for years. you would think an institution like this would have some kind of electrical expertise in the ranks, i am the only one
