No service disconnect

Retired industrial electrician question.
I was asked to add an outlet to an open shelter for community mailboxes. It has an underground service to a 125 amp box with a few 15 amp breakers for lighting.
There is no main disconnect. The 14 code (NY) 230.70 requires a means to disconnect all conductors. Do the small breakers satisfy this requirement?
 
Some panels have an instruction that says "suitable for use as service equipment, only where a main breaker is installed", so even where the code may permit up to six mains, the listing of the product may not.
 
Just another note... because your location says NY... as of May, we changed to the 2017 NEC. (Not that this changes the responses.)

Mostly familiar with Square D, and pretty much all their loadcenters are marked that way.

OP did not clarify if what he has is actually service supplied. If feeder supplied can still have main lugs and up to six breakers as the main disconnecting means, and that suitable for use as service equipment "where a main is installed" doesn't matter as it is not service equipment.
