Non-accesible low voltage connections

I'm installing LED lights in the base board of halls and stairs. During the rough in we ran 14-2 in the walls. So now we have to drill a small hole to push the 14-2 through, make joints two 14-2's and the 16 coming from the Led's .
Then push all the wire, connectors and the LED back in the hole. The factory supplying the LED's has supplied a bit that is suppose to pop in to. They will be recessed.
Is it code compliant to leave these 24 volt joints in the wall with out a box? You would have to remove the molding to get to them.
Any inpiut would be appreciated. Thanks in advance.

No, IMO it is not compliant. Ask the manufacturer what they use. It must be accessible and there is usually an adapter for the nm cable. Read art. 411 - it is only one page
 
411.5(D) Insulated Conductors. Exposed insulated secondary
circuit conductors shall be of the type, and installed as,
described in (1), (2), or (3):

(1) Class 2 cable supplied by a Class 2 power source and
installed in accordance with Parts I and III of Article 725.

(2) Conductors, cord, or cable of the listed system and
installed not less than 2.1 m (7 ft) above the finished
floor unless the system is specifically listed for a lower
installation height.

(3) Wiring methods described in Chapter 3
