How would someone go about reporting someone who is working a county job but failed his State Certification and is not enrolled in school?
 
I would start by in Internet search for the organization that issues such certifications (be it at the state or county level). Their web site is likely to have a place to report offenders. If it doesn't, then it is likely to have a phone number or address.

Sounds like you're talking about California.

You can call the DAS, but I doubt they have the manpower to do anything about it at the moment. I could be wrong.

Currently there is not an official hotline or mechnism for reporting such matters
