Nonincendive lights for Propane storage

Dear All,

We are supposed to have propane storage, where the gas lines feed large Kitchen facility. As per my understanding this propane storage facility should come under Class 1, division 2 category. Therefore Explosion proof material has to be installed. But this facility regulator only wants to have lights. So, I'm wondering whether we can install lights on the wall and keep all the panel boards and switches outside the building to avoid being used any explosion proof materials. To do this I think those lights need to be Nonincendive lights. Could some pl let me know whether we can consider Fluorescent lights with Electronic Ballast as Nonincendive device or any other suggestions to avoid being use Explosion proof materials.
